If you know a Nigerian politician, celebrity, or wealthy socialite who loves to flaunt the “Dr” prefix without ever stepping inside a postgraduate classroom to defend a thesis, it’s time to tell them the game is up!
In a massive shake-up aimed at sanitizing Nigeria’s education system, the Federal Government has officially placed a sweeping ban on the use of the “Dr” prefix by honorary degree recipients. From now on, trying to pass off a purchased, gifted, or honorary title as an earned academic credential is officially classified as Academic Fraud.
The Genesis: How Did We Get Here?
For over a decade, the Nigerian academic space has been hijacked by what many describe as “cash-and-carry” doctorates. We’ve watched as universities randomly dole out honorary doctorates to serving public officials, wealthy donors, and political elites in exchange for financial patronage rather than actual merit.
While the Association of Vice-Chancellors of Nigerian Universities tried to nip this in the bud back in 2012 with the famous “Keffi Declaration” (which set guiding principles for honorary degrees), the initiative failed woefully because it lacked the legal teeth to bite. Universities simply ignored it. Now, the Federal Executive Council (FEC) has stepped in to give that declaration the executive and legal muscle it desperately needed.
The New Rules of the Game
The Minister of Education, Tunji Alausa, flanked by the Minister of State for Education, Prof. Suwaiba Ahmad, dropped the bombshell at the Presidential Villa in Abuja. Here is what you need to know about the new FEC policy:
- The “Dr” Prefix is Banned: You can no longer put “Dr” before your name in official, academic, or professional settings if you didn’t earn it. Instead, you must append the full honorary designation after your name to show it is unearned (e.g., Chief Louis Clark, D.Lit. Honoris Causa).
- Only Four Honorary Degrees Allowed: To stop the creative invention of bogus titles, Nigerian universities can now only confer four specific types of honorary degrees: Doctor of Laws (LL.D), Doctor of Letters (D.Lit), Doctor of Science (D.Sc), and Doctor of Humanities (D.Arts).
- Ban on “Baby” Universities: Are you a university that is less than five years old or lacking an active, accredited PhD-awarding program? You are now completely barred from giving out honorary degrees.
Enforcement & Heavy Penalties for Defaulters
What happens if someone or an institution disobeys? The FG is not taking this lightly. The enforcement remedies include:
- Criminalizing the Act: Misrepresenting an honorary degree as an earned one will now be legally prosecuted as academic fraud, carrying strict legal and reputational consequences.
- NUC Enforcement: The National Universities Commission (NUC) has been armed with statutory powers to enforce this policy rigorously. Circulars are already being dispatched to all Vice-Chancellors, Registrars, and Governing Councils nationwide.
- Convocation Monitoring: The government will now actively monitor university convocation programs to ensure total compliance. Certificates must explicitly carry the words “Honorary” or “Honoris Causa.”
- The “Name and Shame” Master List: To protect the integrity of real scholars, the Ministry of Education will publish an annual master list of legitimate honorary degree recipients. The government is also partnering with the media to stop the improper attribution of these titles in news reports and public broadcasts.
