RIYADH — In a major geopolitical move aimed at circumventing the devastating trade disruptions caused by the ongoing US-Iranian war, Saudi Arabia has spearheaded the creation of a new “Multinational Maritime Defence Alliance”. The coalition prominently features strategic partnerships with key African nations to secure the critical waterways of the Red Sea, the Bab el-Mandeb Strait, and the Gulf of Aden.
The African Partnership
Announced on Thursday following an international meeting in Riyadh attended by representatives from 43 countries and the European Union, the newly formed alliance brings together 14 founding member states. Notably, the coalition heavily leverages the geographic positioning of Africa, with Somalia, Egypt, Djibouti, Sudan, and the Comoros signing on as foundational members.
The inclusion of these African nations is highly strategic. Djibouti and Somalia sit directly on the Horn of Africa, commanding the western flank of the Bab el-Mandeb Strait and the Gulf of Aden—one of the world’s most critical maritime chokepoints linking the Indian Ocean to the Mediterranean via Egypt’s Suez Canal.
Circumventing the US-Iranian War Disruption
The catalyst for this robust arrangement is the catastrophic fallout from the 2026 Strait of Hormuz crisis. Following the outbreak of the US-Iranian war in late February 2026—which saw coordinated US-Israeli airstrikes on Iran and a subsequent retaliatory Iranian blockade of the Strait of Hormuz—global energy and commercial shipping routes have faced their most significant disruption since the 1970s energy crisis.
With the Strait of Hormuz largely impassable for commercial vessels due to military blockades, mine-laying, and soaring insurance premiums, the global shipping industry has been forced to heavily rely on the Red Sea corridor. However, escalating attacks by Yemen’s Iran-backed Houthi rebels, who declared a naval blockade against Saudi Arabia in late July 2026, have threatened to sever this alternative artery as well.
Any prolonged disruption to shipping through the Bab el-Mandeb Strait forces vessels to reroute around Africa’s Cape of Good Hope, adding thousands of nautical miles, extending transit times by up to 15 days, and driving up fuel, freight, and insurance costs.
Alliance Operations and Goals
According to the Saudi defence ministry, Saudi Arabia will serve as the leading state and host the coalition’s headquarters.
The alliance aims to:
- Secure freedom of navigation and protect commercial vessels and global energy infrastructure.
- Facilitate intelligence sharing and information coordination among member states.
- Conduct joint naval patrols and organize joint military exercises.
- Develop operational plans for coordinated, rapid responses to maritime threats.
The Saudi statement emphasized that the alliance is “purely defensive in nature” and will not target any specific country, framing the initiative as a “shared responsibility” to confront transnational threats.
Alongside Saudi Arabia and its African partners, the coalition is backed by Türkiye, Kuwait, Bahrain, Qatar, Jordan, Pakistan, Bangladesh, and Yemen. Conspicuously absent from the initial signatories were the United Arab Emirates and Oman, despite their geographic proximity to the threatened corridors.
As the US-Iranian conflict continues to reshape the Middle East’s security architecture, this Saudi-African maritime pact signals a definitive shift toward securing the Red Sea and the Horn of Africa as the indispensable lifeline for global trade.
